根据人力资本理论和终身教育理论的分析，高等农业院校开展成人非学历教育具有可靠的理论依据；根据当前农村经济稳步发展和农民实现小康的迫切要求，以及中共中央关于建设社会主义新农村的发展要求，高等农业院校充分发挥高等农业院校的教育、科技优势，突出办学特色，为农村培养急需的农业科技人才，促进教育为农业发展和农民致富，为建设社会主义新农村而积极开展成人非学历教育和培训具有重要的现实意义；为此，应面向农村积极开展成人非学历教育和培训。

According to the analysis of the theory of human capital and lifelong educatioin, there is reliable theory basis for the agricultural colleges and universities to carry out the adult non-school record education.
