近30年的农村改革,使得我国"三农"面貌发生了翻天覆地的变化,巨大成就举世瞩目.农民增收是"三农"问题的中心,是重中之重.湖南省农村30年改革发展给我们留下的启示就是:农民增收是农村改革发展的主线.论文从总量、结构、阶段性、差异性和政策效果等角度回顾和分析了30年来湖南农民收入的演变和现状,得出转折点上湖南农民增收不容乐观,因为:中国经济大背景下农民增收难,粮食大省农民增产不增收,务工经济对地方财政贡献度不大,农业基础薄弱,贫困面还很大.因此,需要促进农民增收与粮食安全协同发展;统筹城乡,实现基本公共服务均等化;发展非农产业,促进农民市民化;深化农村市场改革,发挥市场资源配置...
