政府在农地流转中扮演重要角色,但其越位、缺位、错位现象时有发生.从理论上分析政府不同角色定位的分歧,总结国内农地流转典型模式中政府不同角色定位.以江西赣县阳埠乡为例,实证研究政府在农地流转中存在的问题,并提出“多管齐下共同推进”模式.研究表明,政府在农地流转中应扮演好四种角色,即法律的执行和监督者角色、政策的宣传和解读者角色、公共产品的供给和投资者角色、多元流转方式引入和服务者角色.为推动农地流转,更好实现和保护农民土地权益,政府应完善土地流转法律法规,加大信息和财政金融服务力度,完善配套的农村社会保障制度和农地流转监督机制。

The goverment played an important role in the circulation of farmland, but it also produced offside, vacancy and dislocation phenomenon.
