粮食宏观调控政策对保障粮食安全具有重要作用,随经济社会发展,粮食宏观调控政策工具和效果不断演化,实现粮食宏观调控目标需先分析目前我国粮食宏观调控政策工具的选择。在总结粮食宏观调控内涵及调控政策工具基础上,发现调控体系现状及存在问题,研究切入点如下:关于粮食宏观调控目标,农业市场竞争力十分重要。我国粮食进口数量增加并未直接反映粮食产需缺口,而是由价差引起国产粮入库数量不断增加,利用宏观调控政策,保持国内外市场调控平衡,对缓解价格倒挂、库存压力具有重要作用;关于粮食宏观调控效率,降本提效是重点,过高调控成本不仅增加财政负担,也使托市收购政策难以持续,为农业供给侧结...
