为寻找科学合理的土地拆迁补偿标准,保障征地农民正当合法权益。基于产权价值理论,利用还原收益法,在评价农林地价值时系统考虑生产收益、生存保障、农林发展、粮食安全以及生态安全等5种权益的价值,建立了一套完整的农林地价值评估体系。以湖南省N县为例,测算出生产收益、生存保障、农林地发展、粮食安全和生态安全等5种权益的价值分别为8 849.68、2 128.87、186 150.32、39 500、6 297.73元/hm~2,农林地纯收入为242 926.60元/hm~2,农林地价值为4 422 214.11元/hm~2,远高于N县被征收土地的补偿金。
