农村经济社会发展过程中产生和存在的各种人民内部矛盾,是利益一致基础上的非对抗性和具体利益却存在对抗性的矛盾统一体。正确认识和处理新形势下农村人民内部矛盾,事关农村的改革、发展和稳定,事关社会主义新农村和全面小康社会建设目标的实现。加强民主管理建设是调控和化解当前农村人民内部矛盾的重要途径,其中,制度建设是保障,组织建设是关键,能力建设是核心。这就需要针对农村现实情况,进一步加强民主管理的制度、组织和能力建设,以更有效地利用民主的方法,调控和化解农村人民内部矛盾。
