通过对1982—2017年19个中央一号文件的文本解读发现,改革开放近40年来中央一号文件中农村生态环境相关政策的主线为:保护农业自然资源—加强农村生态建设—推进农村生态文明建设。这折射出中国共产党在生态自然观上对人与自然关系认识的逐渐深化,在城乡关系上强调生态环境治理与保护的"城乡同治",在政策出发点上对农民生态权益的维护。

Through the 19 central No.1 document from 1982 to 2017,the paper discovers the main thread of China＇s rural ecological environment policies,which is protecting agricultural natural resources—strengthening rural ecological construction—promoting rural ecological civilization construction.
