新型城镇化的核心是人的城镇化,要实现这一战略目标转移,需要加大对事关民生领域的金融支持,由于金融业的逐利性特点,金融支持最为薄弱的环节是其中的城镇基本公共服务领域。现有研究中,尚缺乏对金融支持城镇基本公共服务基本理念的探讨。探讨这一基本理念,有助于合理地运用金融工具和制定金融政策来推进城镇基本公共服务的建设。关键点是贯彻民生金融理念,充分发挥民生金融的特点和功能,引导金融机构充分履行社会责任,树立起民生金融的核心价值观和核心价值体系。这既要发挥政府的主导作用,又要引导金融市场充分地参与。坚持发展城镇基本公共服务的民生金融理念,有助于更好地推进新型城镇化进程...
