从理论上分析农村人居环境整治的本质及重要问题,从实践上分析“十三五”时期农村人居环境整治取得的成效,剖析2035年远景目标背景下农村人居环境整治提升需要破解的问题。提出农村人居环境整治提升的路径,以及加强党的领导、注重模式创新、加大资金投入、强化人才培养、完善长效机制和制度体系等对策建议。

This paper analyzes the essence and internal logic of rural living environment renovation in theory, and the achieved accomplishment during the 13 th Five Year Plan period as well as the dilemma to be solved under the background of long-term goal of 2035 in practice.
