基于土地保障价值,考虑到农民在失地后社会保障体系的转换,征地补偿标准至少应包含养老、医疗、失业和基本生活(即最低生活保障)等四项内容.根据农村与城镇社会保障制度在缴费基数、缴费费率、保障水平和政府补贴力度的差异,本着有效保证失地农民生计的可持续和政府不重复承担责任等原则,综合考虑已产生土地保障价值的时间折算、资金的时间价值、工资增长率、通货膨胀等因素构建征地标准测算模型,并以南京市为例测算表明:改变传统产值倍数法的测算导向,基于土地保障功能的征地补偿标准有明显的提高,进一步明确了政府的主导责任地位,有利于保障失地农民的相对生活水平不降低,并促进失地农民社会保...
