农业自然灾害的有效治理需要政府、企业、社会团体等多元主体的有效协同.当前我国农业自然灾害治理主体协调意愿不强、各类治理主体的目标和行为失谐、灾害信息失真和治理主体间沟通不畅成为有效协同治理困难的症结.因此,化解协同治理难应围绕"协同意愿、共同目标、信息沟通",加强政府主导能力建设、建立利益整合机制,升级农业自然灾害信息管理系统,创新农业自然灾害治理主体协同机制,为农业自然灾害协同治理提供理念、组织、信息多重保障.

The severe situation of natural disaster governance in agriculture requires the establishment of an effectively synergistic governance system of government, society and market.
