Farmers’satisfaction with the agricultural film recycling policy and its influencing factors: An empirical evidence from 1 057cotton farmers in Xinjiang Province

为提高农膜回收政策绩效,引导农户积极回收农膜,基于新疆1 057户棉农的调查数据,结合史密斯政策执行过程模型,通过构建定序Probit模型探讨棉农对农膜回收政策执行的满意度评价及影响因素。结果表明: 1)棉农对农膜回收政策执行满意度普遍偏低,对政策执行内容、力度、效果较为满意及以上的比例分别是27.25%、 23.27%和22.80%;2)棉农对农膜回收政策的了解程度、政府奖励和处罚的合理程度均对提高农膜回收政策执行的满意度有显著正向影响,另外加入专业合作社、家庭劳动力人数、回收农膜所花的时间对农膜回收政策执行的满意度有正向影响,农户受教育程度、回收农膜所花的资金对政策执行的满意度有负向...
