简政放权作为全面深化改革和优化宏观调控的一体两面,其目的是优化政府组织结构和职能配置,厘清和理顺政府间及政府与市场、政府与社会的关系。因此,要以简政放权为依托,实现政府间合理分权、政府对市场放权、部门还权于地方政府、政府放权于社会,以促进政府间事权和支出责任刚性联系。
