基于农业循环经济的“4R”原则,构造区域农业循环经济评价体系,包括了社会发展、资源减量、循环利用和环境安全4个方面共18个具体指标.采用层次分析法和障碍度因素分析,利用湖南省2003-2013年的统计数据进行了农业循环经济发展的综合评价.结果表明,2003-2013年,湖南省农业循环经济经历了由缓慢到提速阶段,整体水平不断提高.最后,针对障碍度阻碍因素提出了促进湖南省农业循环经济发展的对策与建议.

As an important part of the ＂two-oriented society＂, the smooth development of agricultural circular economy is critical to our socialist modernization.
