以长株潭地区耕地重金属污染"第三方治理"模式为研究对象,基于调查和访谈数据,探讨如何破解该模式下耕地治理存在的困境。研究表明:现有耕地重金属污染治理的参与主体复杂,涉及政府(中央政府和地方政府)、第三方(治理第三方、监理第三方、科技第三方)、农业生产者(农户和新型农业经营主体)等多个参与主体,存在多重"委托—代理"关系。多样化土壤污染成因、复杂的治理结构、异质性的参与主体都加剧了耕地治理的"委托—代理"风险,导致在治理过程中存在治理政策不稳定、主体利益协调难度大、信息沟通与监督难,以及第三方和第三方市场不成熟等困境,制约着耕地治理预期效果的实现。

The remediation of heavy-metal-polluted farmland is of great importance to ensure the food security and safety, human health and social stability. The "third-party governance" model is often adopted to carry out the project of remediation.
