当前我国农村金融面临“发展”与“扶贫”的双重目标,双重目标背景下金融扶贫面临政治使命、发展战略与社会责任的“三元”任务.过于突出政治使命使我国金融扶贫出现了实践偏离,这不利于农村金融双重目标的实现.因此,需要认真审视金融扶贫基本内涵,推动我国金融扶贫本质回归.双重目标下我国应该实施可持续性金融扶贫模式,以农村金融可持续发展促进实施金融扶贫,以实现金融机构财务可持续为基础,提升贫困人口脱贫能力,注重发挥农村金融市场机制在金融扶贫中的作用.
