从完善农村产权制度,实现农村宅基地使用权流转公平与效率,确保集体土地资产安全等角度出发,分析了农村宅基地使用权流转的合理性。认为在产权明确、充分尊重农民自愿的基础上,规范政府行为,加大对经济发达区域的土地执法监察力度,分区域、有差别地推进我国农村闲置宅基地使用权的流转是合理的。
