Against the background of building resource-saving and environment-friendly society, it was proposed that resource-saving and en- vironment-friendly agriculture was the type meeting development needs of the society. Restrictions for the modernization of resource-saving and environment-friendly agriculture in Hunan were analyzed, on this basis, target mode and realization approach of agricultural modernization were explored. The development opportunity of ＂resource-saving and environment-friendly agriculture, and four modernizations＂ in Hunan was taken, management innovation, scientific and technological innovation, institutional innovation, market innovation, application of comprehen- sive technology used to develop refined, intensified, high-vield and ecological agriculture.
