借鉴资源依赖理论和控制权理论,以嘉兴市公共数字文化服务平台"文化有约"项目为研究对象,通过个案研究分析互联网情景下多元合作治理的深层逻辑。研究发现,多元合作中资源不对称依赖导致公共价值缺失,仅实现公共服务"供给生产社会化";控制权共享能够降低资源不对称依赖程度,实现"供给责任社会化",促使多主体化优势资源的发挥,合作关系质量的改善,增强了合作绩效;控制权共享源于政治机会窗口的出现和互联网平台的创新应用,为此,政府要为多元合作提供制度空间,善用互联网治理工具,构建合作网络生态系统;非政府主体要积极承担社会责任等,实现合作治理绩效的提升。

Based on the theory of resource dependence and the theory of control rights, this paper takes the "culture has an appointment" project of Jiaxing City’s public digital cultural service platform as the research object, and analyzes the deep logic of multi-collaborative governance under the Internet scenario through a case study.The study finds that the asymmetric dependence of resources in multi-collaboration leads to the loss of public value, and only realizes "the socialization of public service supply and production".The sharing of control r...
