乡村振兴战略全面实施,各项农业政策在农村落地开花。然而政策文本制度与现实执行层面存在巨大反差,出现了冷热两重天的政策执行悖论:一方面是基层政府各项农业政策执行得热火朝天,另一方面是农民等基层政策参与者对农业政策执行的冷静观望甚至漠不关心。以理查德·马特兰德的模糊-冲突模型为分析框架,分析W县Q镇农业政策执行过程,探讨科层制结构下的行政性执行、政治锦标赛下的政治性执行、积极惯性下的实验性执行、亚瘫痪状态下的象征性执行,发现:在模糊性较低的自上而下执行路径中,基层政府面对层级压力和政绩考核,一般通过树立样板的典型性执行和扶植精英的替代性执行来完成政策目标;而在模...
