城乡教育结束分割发展状态逐步向城乡一体化转变，是教育发展的必然要求，也是一个长期目标，其根本手段和方法必须依靠科学统筹。统筹的基本目标是缩小城乡教育结果的差距，统筹的责任主体在县级政府，同时，需建立科学合理的指标体系，有效监测城乡教育发展的过程和结果。
