Study on the Information Disclosure of ＂Public Funds＂ in Hunan Province

本文从信息公开的法规性、准确性、完全性、规范性、易懂性、时效性、便利性七个维度对湖南省各市（州）政府门户网站"三公经费"公开情况进行评价。以各市州"三公经费"信息公开得分作为被预测和解释的变量,进行了信息公开的个人、制度、环境层面的影响因素相关性分析,发现信息公开与制度层面、个人层面的影响因素显著性相关,而与环境层面的影响因素几乎不相关。提出提高领导干部重视度,建立经费支出监管长效机制,完善信息公开配套制度建设,便捷三公经费信息获取路径,缩减信息公开环境建设支出等建议。

This paper evaluated the situation of ＂Three Public Funds＂ information disclosure from local government public websites of Hunan province from seven dimensions as legal, accuracy, completeness, standardization, understandability, timeliness, convenience.
