Studies on Problems in the Development of New Family Management in Zhuzhou Downtown

以农户为单位进行生产是符合我国农业国情的主要农业生产形式,其中,新型农业家庭主体则是发展农业规模经营、增加农民收益的重要组织形式。但近3年通过对株洲市农业局、经管局等部门走访以及实地调研发现:株洲市区农户经营耕地规模中超小规模仍普遍存在,新型农业家庭主体发展还不充分。分析发现,限制新型农业家庭主体发展的原因主要为:土地流转不成熟、农户融资困难和符合新型农户经营主体要求的农户少等,进而提出了规范农村土地经营权流转、确定新型农业家庭主体地位、利用农业技术人员定点服务和鼓励劳动力就地转移等相关对策。

Family as the basic agricuhural production unit is the main form of agricultural production for it fits the situation of agriculture in our country. The new family management is an important way to develop large scale planting and boost of farmers＇ income.
