随着经济全球化与国际经济一体化的发展,各国经济体制日益趋近,与之相适应,要求各国法律制度与标准的国际趋同发展。《国际食品法典》旨在促进食品安全标准的国际趋同。然而,各国国情差异性与法典标准趋同之间的冲突、国际贸易利益与保护消费者健康之间的矛盾以及标准制定程序缺乏透明度等成为法典标准趋同面临的主要障碍。增强法典标准的灵活性可以应对各国国情的差异性,发展中国家和公益性非政府组织的公正参与以及标准制定程序透明度的增强可以促进法典标准的趋同。我国应吸收借鉴法典标准的基本原则,规范食品安全标准的分类,改进食品安全标准制定、修订程序,完善我国食品安全标准体系。

Under the background of the development of economic globalization and international economic integration, the Codex aimed at international harmonization of food safety standards.
