文章从企业技术创新决策需求出发分析企业技术创新各个环节的信息情报需求,在此基础上研究了中小企业竞争情报团队构建问题。企业竞争情报团队由首席信息情报官、市场情报人员和技术情报人员共同构成。企业竞争情报团队培养流程分为5个步骤：竞争情报意识培养、信息采集和分析方法培训、实战演练、结果考评和竞争情报团队培养成果扩散。这套模式在长沙市“协同创新”示范活动中应用取得了良好效果。

This paper analyzes the information intelligence demand of all aspects of enterprise technology innovation according to the demand of enterprise technology innovation decision-making.
