近年来,面对国际国内发展环境的巨变,中央多次围绕新型城镇化建设作出重大部署,以县城为重要载体的城镇化建设在“十四五”期间提速发力。文章在对中国城镇化发展理论和演进阶段总结梳理的基础上,针对国内外经济形势的发展变化,分析以县城为重要载体的城镇化建设的理论内涵与功能定位,提出新发展阶段新要求下应以县城补短板强弱项为主线,提速增质产业数字化、农村城镇化、农民市民化,破解新发展阶段的“三农”问题。
