The Enlightenment of Cross-border Data Circulation Characteristics for Data Interconnection Inside and Outside the Government

[目的/意义]对跨境数据流通的特征进行梳理分析,总结其对政府内外数据互联互通的启示.[方法/过程]从中国知网中检索相关文献,然后结合研究目的对文献进行筛选.运用系统性文献综述的方法,从定义和特点、模式与规则以及应用与障碍3个角度对筛选过后文献内容中的跨境数据流通的特征进行分析,从逻辑上指出跨境数据流通和政府内外数据互联互通在形式、内容上的相似性,证明二者存在可比性,相关内容存在可迁移性,并总结出其对于政府内外数据互联互通的启示.[结果/结论]政府内外数据互联互通目标不明确,部分机构仍然将数据开放看作是数据流通;缺乏相关数据流通模式,政府对技术的了解不够,容易出现"技术绑...
