矿产资源作为第一产业的劳动对象,通过生产被消耗掉,转化为与土地分离的社会产品,它的价值量的大小取决于边际效用,由矿产资源的有用性和稀缺性决定。矿产资源产权构成包括矿产资源所有者权益、矿业权出资者权益和新矿业权人权益。矿产资源产权制度的设置与变革,遵循制度变迁的一般规律,必须兼顾中央政府、地方政府和矿山企业三方的利益。
