连片特困地区是当前扶贫攻坚和区域协调发展的主战场,湘西地区是这一区域的典型。基于系统科学的视角分析,区域系统开放是湘西地区区域协调发展的前提条件,子系统的竞争与协同是湘西地区区域协调发展的内在驱动力,超循环是湘西地区区域协调发展的内部实现途径。推进湘西地区区域协调发展,必须构建区域市场协调发展模式——区域一体化市场体系,构建区域产业协调发展模式——区域特色产业体系,构建区域基础设施协调建设模式——基础设施区域网络体系,构建区域经济、社会和生态协调发展模式——生态文明建设战略。
