Research on the performance of rural household garbage management from the perspective of farmer'participation

基于湖南省809户农户调研数据,考察了农户生活垃圾分类的参与度,运用二元Logistic模型分析了农户垃圾分类高参与意愿与低参与行为同时并存的原因。研究发现,参与意愿主要受农户个体特征的影响,参与行为则受农户个体特征和农村垃圾治理政策的影响。基础设施、公共服务、制度建设等农村垃圾治理措施对农户垃圾处理习惯改变的驱动力不足导致了垃圾分类行为比例低。农村垃圾治理措施不到位的主要原因,一是投入不足,二是考核不力,三是氛围不浓。据此,政府对农村垃圾治理的支持政策应由重点倾斜向普惠支持转变;完善考核机制激励村委在环保宣传、制度落实、氛围营造等方面发挥更积极的作用。
