水生态文明建设是生态文明建设的核心组成部分,是实现城市可持续发展的重要支撑.湖南省郴州市作为全国水生态文明城市建设首批试点,其建设实践在水资源、水环境、水生态方面已取得了良好的成效.通过剖析郴州市水生态文明建设实践,结合其独特的南方山丘区城市特点及其经济、社会条件,提炼出"以水为中心、政府和社会协同创建、源头-过程-考评三程管控、实施途径8项统筹"的水生态文明城市建设的郴州模式,以期为其他地区的水生态文明建设提供参考.
