Research on policy satisfaction of transformation of scientific and technological achievements in China

为进一步优化我国科技成果转化政策体系、加速实现科技成果“去库存”,笔者以2015-2017年国家出台的八项科技成果转化政策为研究样本、以畜牧产业科研人员为调查对象,对科技成果转化政策落实情况及效果进行评价.结果 表明:畜牧科研人员对现阶段我国科技成果转化政策基本满意,但现有政策体系仍存在诸多问题,包括政策宣传普及力度不够,缺乏具体指导,缺少详细配套支持政策,政策监测和评估机制尚不完善,政策盲点依然存在.基于以上问题,笔者提出针对性完善对策,如建立成果转化政策解读辅导常态化机制,加强对政策执行主体的业务培训,健全成果转化政策监测与评估体系等.
