本文依据人力资本理论和终身教育思想，阐述了构建农民终身教育体系的理论基础；分析了我国新农村建设和农村人力资本的现状与作用及其重要意义；从农村成人教育的管理体制、办学形式和模式、教学方式、专业设置诸方面，提出了构建农民终身教育体系的对策和具体措施。

Based on the human capital theory and the lifelong education thought, this thesis has elaborated theoretical foundation of how toconstruct farmer lifelong education; then analyzed the new rural construction of China and the present situation,the function and its vital significance of countryside human capital.
