本文分析了湖南省山洪灾害的成因,主要考虑降雨、地形地质与社会经济等三方面,根据山洪灾害的分布位置与强度以及承灾体的特征,按重点防治区、次重点防治区和一般防治区三级进行山洪灾害的防治区划.
