我国农村体育落后的一个重要原因就是农民体育意识淡薄，农民体育意识淡薄的原因也是多方面的，但是其中最根本的原因就是学校教育对农村体育的忽视。文章从当前中小学体育教育存在的一些现实问题人手，剖析了导致农民意识淡薄的学校体育教育根源，提出利用学校体育教育，包括高等学校体育教育的功能提高农民体育意识的相关的对策与措施。
