因经济增长依赖于生产力的提高,这离不开人力资本、自然资源、物质资本、技术知识的发展,粮食供给侧改革也应主要围绕劳动力、土地、资本、创新四个方面,但目前这四大生产要素还存在一些影响粮食供给侧改革的因素,因此,要加快培育新型职业农民;积极培育农业CEO;实施"藏粮于地"策略;构建农业社会化服务体系;加速推进农业现代化.
