城镇化对全面建设社会主义现代化国家意义重大,是我国最大的内需潜力和发展动能所在。近年来,我国城镇化水平快速提高,党中央、国务院就深入推进新型城镇化建设作出了一系列重大决策部署。在推进城镇化进程中,民族地区独有的地理位置、风俗传统和人口结构,决定着其城镇化实施的特殊性,以及地方政府的价值表现。从认同理性、规制理性、要素理性等角度坐实政府的价值理性,是政府从主导者变引导者,从输血者变造血者的积极行动,也是促进东西部城镇化建设的均衡发展,保证自上而下的国家战略有序实施的重要举措。
