在中国,农业、农民、农村(简称“三农”)的发展是衡量社会制度改革成功与否的标杆,然而现有政策和措施导致“三农”内部非均衡发展,农村治理和农民权益保护的制度供给不足,以致于农民和农村的发展滞后于农业发展.“三农”内部的协调发展是创新农业发展思路,激活制度红利,实现“四化同步”的基础,因此需要将战略重心移向农业、农民、农村发展的“三位一体”和“以民为本”.

In China, agriculture, farmers and rural development is a benchmark to measure the success of the reform of social sys- tem, however, existing policies and measures leading to non -balanced development of agriculture internal system sup- ply shortage in rural governance and protection of farmers＇ rights , leading to farmers and rural development lags behind the development of agriculture.
