"十二五"时期,长株潭地区农村老年人数量持续增加,人口老龄化速度加快.如何使农村老年人享有较高品质的生活已经成为急需解决的社会问题.长期照护资金的筹措是解决该问题的经济基础及关键举措之一.目前,农村老年人长期照护资金筹措面临的现实困境包括资金提供主体单一、资金筹措缺乏政府支持、资金使用缺乏专门账户监管.影响因素主要包括政策体制因素、经济发展因素、思想观念因素.优化路径包括设立长期照护保险、设置长期照护专项资金、建立多方筹资模式、健全评估与监督制度.
