社会组织第三方评估是一项有效的外部制衡机制,弥补了政府服务绩效自我评估的不足。我国的第三方评估机制由于启动时间较迟,启动历史较短,还存在着一定的局限性。在探索第三方评估发展的逻辑起点的基础上,通过对评估实践经验进行分析,发现第三方评估面临着立法保障不足、独立身份受损和公信力缺失等困境,并提出了从合法性方面寻求立法保障、追求依赖性与独立性的辩证统一、公信力方面开拓全新局面的优化路径,以促进我国社会组织第三方评估机制的优化。
