Combined the conditions of precipitation, soil, region and the characteristics of agricultural production, and compared with dry-land agriculture in northern China, the strengths and weaknesses of developing techniques of supplementary irrigation with catchment rainfall and implementing the techniques of efficient use farmland precipitation resources in Hunan province were discussed.
