通过对2000-2014年国内关于城乡统筹养老保障制度研究的文献进行梳理,从研究趋势和研究视角进行整体分析,进而对研究内容展开综合评述:城乡统筹养老保障制度的内涵从不同的视角有不同的理解;通过城乡养老保障制度的保障水平、管理体制和资金筹集方式的差异分析统筹工作发展的现状以及面临的困难;影响因素从双因素说和三因素说进行概括,包括养老保障制度内障碍以及制度外障碍、城乡二元经济结构、农村人口老龄化加剧、城市反哺农村的政策措施不足等;统筹工作进行的整体思路一是对“碎片化”的制度进行整合,二是建立“大一统”的城乡养老保障制度;具体对策分别从建立和完善农村养老保障制度、建立...
