文章运用文献资料法、逻辑分析法和比较法等研究方法，以湖南省高校体育为例，发现湖南省高校体育高质量发展存在以下良好基础：一是政策对高校体育建设的大力扶持；二是高校体育高质量发展潜力巨大；三是体育特色学校建设成果显著；四是大学生健身意识增强。并根据现状提出对策：调控高校总招生计划人数，加大资源投入；树立正确价值导向，引领体育教学理念；提升体育课服务质量，加速思政教学融合；完善体育教育体系，强化“终身体育”思想。
