对工业化发展阶段的判别常常会影响到一个国家或地区产业结构调整的方向,因此判别后发展地区工业化发展阶段具有较强的政策意义。以湖南省为例,从工业内部结构、劳动力就业结构、全社会固定资产投资占GDP的比重、人均收入水平、三次产业结构、城镇化水平、制造业增加值占总商品增加值的比重等方面综合考察,目前,湖南省工业化发展处于工业化中期阶段,并落后于全国工业化发展的平均进程。
