农地流转对粮食生产和粮食安全有着重要的影响,但农地流转促进粮食增产吗?利用"脱钩"的理论,建立"脱钩"方程以湖南省为例进行实证分析,结果表明:2005-2016年,湖南省农地流转与粮食产量之间存在脱钩关系,基本态势为扩张性负脱钩型,但是2010、2013和2016三年表现为强负脱钩型,而2007年为强脱钩型.可以说,农地流转并没有实现预期的粮食增产目标,原因包括:农地流转市场信息不对称,流转效率和效益较低;农地流转存在"小农复制",没有实现规模经营;农地流转带来"非粮化、非农化";与农地流转相适应的社会化、组织化服务水平低.
